The election of Councilor El Cid M. Familiaran as the President of the NOHS (NOHS) Batch 1978 has proved to be beneficial for the whole community of the NOHS.
Just recently, members of NOHS Batch ‘78, led by their newly-elected president, Councilor El Cid Familiaran donated a complete set of Close Circuit Television (CCTV) Camera to the NOHS, which was received by the School Principal, Mr. Mario Amaca, in the presence of Ms. Eulalia Gargaritano and Mr. Dannie Clark, the heads of Science and English Departments, respectively. With the effort of Batch ‘78, NOHS is perhaps the first public school in the Province of Negros Occidental to have a CCTV Camera -, a 32 inches flat screen monitor and 16 CCTV cameras with complete accessories- that is now ready to be installed in the different corners inside the school campus, which is considered an effective tool to deter crimes in this modern times. Previously, aimed at protecting members of school communities, especially students from the increasing criminalities in the school campus, Councilor El Cid M. Familiaran, Chairman of the SP Committee on Police, Security and Jail Management & Penology authored a City Ordinance No. 08-14-667, Series of 2014, entitled, “An Ordinance Installing CCTV Camera in all City’s Public Elementary and High Schools.” This C.O. # 08-14-667 mandates the City to provide CCTV Camera in all public elementary and high schools, with the objective to curb, if not totally eliminate, commission of crimes within the premises of City’s public elementary and high schools. A new city ordinance strengthening the PhilHealth beneficiaries of Bacolod City sponsored by Bacolod Councilor El Cid Familiaran was passed by the Sangguniang Panlungsod.
The ordinance targets 4,000 to 5,000 families in Bacolod who were not qualified among the 46,000 families under the Universal PhilHealth sponsored by the national government of President Benigno Aquino III. Persons with disabilities, abandoned children, and single parents are being prioritized in the ordinance. If approved, the city will provide P2,400 for each PhilHealth beneficiary. Familiaran said the implementation may possibly fall at the end of the year./WDJ By Nicole A. Villavecer Watchmen Daily Journal As an additional security measure, a total of 46 elementary and secondary public schools in Bacolod City have been approved of a closed-circuit television camera surveillance system, Councilor El Cid Familiaran said yesterday.
The implementation, however, will still depend on Mayor Monico Puentevella. A budget of approximately P2 million will be allotted in installing the CCTV cameras, as this costs more or less P50,000 per school, he added. One of the 46 public schools that will benefit is the Negros Occidental High School (NOHS), which will receive tomorrow a 32-inch flat screen monitor and 16 CCTV cameras donated by the NOHS Class ‘78 led by Familiaran as class president. He also said the cable wiring in the CCTV camera installment is very expensive, but he assured the city has availed of a big discount from suppliers. “But this still depends on what Mayor Puentevella has to say,” Familiaran said. Familiaran added the city government may emulate Makati City in installing high-end cameras on major roads, as what they have experienced during their Lakbay Aral in Luzon last week. The proposal has been dubbed as “City’s Public Schools CCTV Ordinance” by Familiaran. This video surveillance system is aimed at recording factual evidence of crime, which the city plans to address./WDJ By Nicole Villavecer Watchmen Daily Journal Bacolod Mayor Monico Puentevella said yesterday he will respect whatever decision the Sangguniang Panlungsod will make on the reorganization of the major committee chairmanship today.
“Whatever their decision is, I will respect it,” he said. Puentevella also stressed that he does not meddle with the business of the Sanggunian, adding that it is on their discretion because it’s a separation of jurisdiction. Councilor El Cid Familiaran said Vice Mayor Greg Gasataya had called for a luncheon meeting today wherein the reorganization will be finally formalized. Familiaran added the reorganization of the different committee chairmanships will be appointed automatically, and not through votation. He hinted that police matters will remain on his committee, as well as health and urban poor. The committee on education, which he originally chaired, will be given to the majority bloc, he said. “It doesn’t matter what committee you are chairing. The moment you become author of an ordinance, you can have the jurisdiction already,” Familiaran added./WDJ By Nicole Villavecer Watchmen Daily Journal Members of the majority bloc at the Sangguniang Panlungsod will definitely push for the committee chairmanship reorganization in today’s regular session, confirmed Councilor El Cid Familiaran.
He said they expect a smooth transition in the transfer of committee chairmanships, as Vice Mayor Greg Gasataya calls for a caucus before the start of the session. Familiaran said the new committee assignments will be discussed during the caucus as members of the majority bloc had assigned among themselves the major committees. He revealed further there will be no more individual floor nomination for each major committee. Familiaran revealed the change in committee chairmanship is more of a formality, as the reorganization had been expected months ago yet. He further disclosed he will continue to chair the committee on police and security, but will waive the offer of heading the committee on education as this was personally requested by a fellow member. “Hapos lang gid sa akon istoryahun (I am easy to talk to) and he requested for it so I gave it to him,” Familiaran said without naming names. The councilor also explained that as tradition, the vice chairman of the committees will be assigned to members of the minority. Azue Watchmen Daily Journal The Sangguniang Panlungsod Committee on Laws, Ordinances and Good Government found the business venture of Rey Francis Cabuga in Brgy. Punta Taytay, Bacolod City, to have violated existing laws of various government agencies.
This surfaced yesterday during the hearing conducted by the committee chaired by Councilor Caesar Distrito. The hearing was conducted following a complaint filed by former Punta Taytay barangay captain and now head of the Disaster Risk Reduction Management Office, Rufino Alcala, Punta Taytay Kagawad Glen Mark Pacheo and former Kagawad Angela Daguno. Complainants claimed Cabuga did not allow a portion of his property to be used as an access road for the fisherfolk in the village, whose livelihood is dependent on the sea. Present during the hearing were officials and representatives of various government agencies related to foreshore lease agreement, building permits and other regulatory agencies, and councilors Ana Marie Palermo and El Cid Familiaran. Cabuga was represented by Catherine Cabuga and Janamine Daclizon of the Mushroom Realty Development Corp. As per actual inspection and investigation by the City Legal Office led by lawyer Cesar Beloria and by the Department of Environment and Natural Resources, it was found out that the owner has encroached on the foreshore area by 30 meters, despite the lack of a DENR-approved foreshore lease agreement. Beloria presented pictures he took at the site and the concrete rip-rap and the swimming pool which clearly occupied the foreshore area. They have no Environmental Compliance Certificate (ECC) and permit from the Office of the Building official (OBO) for the swimming pool Cabuga had caused to be constructed in the area, the investigation showed. What the Environmental Management Bureau (EMB) has issued was a Certificate of Non-Coverage (CNC), which is for the construction of a restaurant, it was also found out. If they are constructing or developing a resort, they don’t need a CNC but an ECC, said Vicente Lospañes, officer-in-charge, EMB Bacolod. They have not secured an ECC for the reclamation they have made in the area, Distrito disclosed. OBO head Isidro Sun said they will be issuing a notice of violation with a corresponding order of work stoppage to the property owner, as soon as possible. Distrito, meanwhile, said he was offended by the attitude showed by the representatives of Cabuga, describing it as apparently flaunting their riches, as if they are licensed to violate the existing laws because of their financial capability to pay the fine or any penalty. He warned Daclizon to stop flaunting their money and asked her to follow the law. “All they need to do is comply with the law. This is not in aid of who is much richer. This is a city of laws. Rich or poor should abide (by) the law,” Distrito told the Cabuga representatives. Distrito said he will come up with a committee report and submit it to the City Council for appropriate action./WDJ By Ranie S. Azue Watchmen Daily Journal A proposed ordinance pushing for voluntary blood donation, instead of penalties or fines for violators of city traffic laws, was authored by Bacolod City Councilor El Cid Familiaran.
Familiaran said worldwide, the scarcity of blood has been noticed not just by foreign countries or by their health providers, but likewise by the International Red Cross. According to the councilor, such serious concern has been identified when dengue illness hit the country, and one of the places included was the city of Bacolod. This resulted in the shortage of blood in hospitals that are based in the city, whereby the cost of blood went up inaccessibly for a great number of people which in turn contributed to the cause of death of many poor patients, particularly the children, the councilor said. Familiaran added that the shortage of blood has been validated when no less than Philippine National Red Cross Secretary-General Gwendolyn Pang stated that last 2013, blood collection fell short of what was needed. This, quoted the local legislator, is considering that out of 950,000 units of blood which the country needs, PNRC only collected 440,000 units of blood, representing just 49.6 percent of the nation’s badly needed blood. He cited the global theme, “More Blood, More Life!” for the “World Blood Day” celebration last June 14, 2013 which was also adopted by the Department of Health when it observed the National Voluntary Blood Donation Month last July 2013. Familiaran explained that while there are Red Cross and other blood banks at the Corazon Locsin Montelibano Memorial Regional Hospital and in private hospitals, blood remains to be a major concern of the city. He said that to address this major perennial health problem, measures that would generate more blood are most needed. Familiaran also pointed out further that Republic Act No. 7719, “An Act Promoting Voluntary Blood Donation, Providing for an Adequate Supply of Safe Blood, Regulating Blood Banks, and Providing Penalties for Violation Thereof,” has been passed by Congress to institutionalize and ensure an adequate supply of blood. And among the measures that are considered to generate additional blood for patients is to recognize the voluntary donation of blood by traffic violators in lieu of the mandated fine./WDJ By Ranie S. The Renato Anoran-mentored Bacolod team of Kenan John Anoran and Valerio Mangubat scored an accumulated 13.0 points to dominate the 17-Under Boys team event. Both chessers also prevailed in boards 1 and 2, scoring 6.0 points and 7.0 points, respectively. They also went home with a cash incentive of P1,500 for the team event while P300 each as individual winners. Finishing second is La Castellana A with 9.5 points with cash incentive of P1,000, while Cadiz City B settled at third spot with 8.5 points and a cash incentive of P700. In the 17-Under Girls, Escalante City A scored 12.0 points to emerge champion and took home P1,500 cash incentive, as La Castellana settled for second and Cadiz City-A at third place. Escalante City-B and Bacolod City finished at fourth and fifth places, respectively. In the 13-Under Boys, the Silay City team of Kye Jan Melihon and Roy Amiel Junto bagged the crown after scoring 12.0 points, followed by the Bacolod City tandem of Clark Ken Pelione and Kian Shane Anoran with 11.0 points. The three-day tournament is part of the province’s initiative to provide every aspiring athlete the avenue to showcase their skills in this sports discipline. Galunan Jr. Watchmen Daily Journal While serving as temporary local chief executive, acting Bacolod City Mayor Greg Gasataya stressed yesterday he cannot hire or fire employees of the local government.
This is the limitation of his functions while incumbent mayor Monico Puentevella is still abroad for a two-day conference in Singapore, pointed out Gasataya. Aside from the power to hire and fire employees, his authority as acting city mayor is almost the same as that of Puentevella, he said, adding that although he did not receive a memorandum from Puentevella on his appointment as acting mayor effective Sunday, the Local Government Code authorizes him to sit as acting city mayor. This acting capacity function will end upon the return of the mayor on Wednesday. Under the said Code, the vice mayor explained, the authority to hire or fire employees can come in after the 31st day of assumption as acting mayor for the city. It is also automatic that the Sangguniang Panlungsod will also have an acting vice mayor, and this is number one Councilor El Cid Familiaran, Gasataya further explained. He said if Puentevella cannot report immediately on Wednesday in time for the regular session of the City Council, then Familiaran will act as presiding officer. Gasataya also clarified he remains to be with the Nationalist People’s Coalition-Grupo Progreso of incumbent Lone District Rep. Evelio Leonardia, contrary to insinuations he and other councilors had joined the Puentevella camp, because of their support to the current administration. His only focus is to work and deliver what is being expected from him, and he does not indulge in political intramurals between the city’s top elected officials, Gasataya said. He thanked Puentevella, though, for the trust given him by the mayor, particularly on the incumbent local chief executive’s statement that the city, as well as his position, is safe with Gasataya as acting mayor./WDJ By Ranie S.
